This is the argument that was made against JSON-LD itself. "Who will use the semantic web capabilities?" The committee adopted JSON-LD anyway, recognizing that the capabilities should be available even if not everyone uses them.
The same logic applies here. Not everyone will traverse the vocabulary. But those who do should find something meaningful. If we use Dublin Core, they find connections to a global vocabulary. If we use isolated strings, they find nothing.
The cost is minimal: a few namespace prefixes. The benefit is that we have done this correctly.
