I can tell you what I need.
I am building software that handles kashrut certificates across different communities. A certificate from the Jerusalem rabbinate means something different than one from Casablanca or from New York. The context token tells the software whose standards govern — not just "this is kosher" but "kosher according to whom."
For that, I need context tokens that work. What does "work" mean?
1. Coverage of the basic categories — geographic, communal, institutional 2. Enough examples to show adopters how the format behaves 3. Something I can point to when someone asks "where do I start?"
Fourteen tokens does this. Fourteen hundred tokens does not do it better. A small registry with clear examples teaches the format. A large registry invites arguments about every entry.
