Nu, this is the hard part.
Anyone can put a file on a web page. But who has the time, the technical knowledge, the organizational backing to maintain it? To update it when things change? To answer questions when someone has trouble?
The communities that will publish registries are the ones with institutions. Universities, organizations, federations. The ones that already have infrastructure.
