Subject: Baseline registry scope

The chair hears something approaching consensus:
1. A comprehensive baseline registry would crowd out the community registries the specification was designed to enable. 2. A minimal baseline registry demonstrates the format without claiming authority over which contexts matter. 3. The communities best positioned to publish their own registries are those with existing technical infrastructure. This is a limitation of the approach, not something the baseline registry can solve.
I would propose that we document this philosophy alongside the registry. Not as apology, but as design intent. The baseline is a seed. We expect it to be extended, forked, and superseded.
