Because calling it "civil" would imply that the Nisan convention was not civil. And calling it "post-exilic" would tie the specification to a particular historical interpretation.
The word "transitional" was chosen precisely because it is vague. It gestures at a transition without specifying what transitioned or when.
I was present when this was debated. It took three sessions.
