Dr. Stern raises the core architectural question.
This specification defines a date format. It does not define date arithmetic, date comparison across systems, or calendar theory. Those are separate concerns.
If the committee wished to define conversion, it would need to be a separate specification — DEP-5766, perhaps, "Hebrew-Gregorian Calendar Correspondence."
But I suspect the obstacles R. Kovacs and the Rebbetzin have raised would apply there as well.
