The chair's framing is helpful.

The format can stand alone. A person writes their Jew Code block and displays it. No submission. No certificate. No registry. This is the Geek Code model, which persisted for years with no central infrastructure at all.

Let's Brit adds something. The certificate is proof that a particular person submitted a particular unique block at a particular time. This proof has value. But it comes with the records that Rav Halevi worries about.

Perhaps the service should be optional. The format is the specification. The service is an implementation that some may choose and others may decline.
