R. Nachmani says the service should be optional. But in practice, if the service exists, it becomes the norm.
Consider: a community wants to verify that members have engaged with the Jew Code format. They could ask each person to show their block. Or they could ask for a Let's Brit certificate, which is easier to verify.
The certificate becomes the standard. The service becomes required. The optionality disappears.
This is not hypothetical. I have seen it with other credentials.
