Reb Kovacs's story illustrates why the specification avoids verification.
We could define evidence types. We could define attestation formats. We could build an elaborate system for collecting and organizing claims about identity. But at the end, someone must decide whether the claims are sufficient.
That decision cannot be specified. It requires judgment, context, authority. The specification provides vocabulary. It does not provide judgment.
