R. Nachmani identifies a structural parallel worth noting.
In DEP-0018, indicators can be present (+), absent (-), or unstated. In DEP-0248, background codes can be stated (BJ, BC, etc.), declined (Bx), or omitted entirely.
The three-valued logic appears in both cases because both cases involve claims that may be sensitive, uncertain, or inapplicable.
Perhaps we should document this pattern explicitly.
