We have indeed gone in a circle.
R. Nachmani proposed behavior to escape identity questions. Now behavior requires explaining what the behavior means. Which brings us back to identity.
The mechitza model was promising because it was observable. But observation requires the thing to observe. Without physical mechitzot, we are observing attitudes — which is just identity with extra steps.
