The Rebbetzin's question cuts to the core of the matter.

The committee has discussed this issue in several contexts — in the baseline thread, in the registry discussion, and again with the implementation subcommittee last month. The chair would summarize the difficulty as follows:

1. Observable phenomena are continuous. 2. Halakhic categories are discrete. 3. The specification encodes claims about the latter using evidence from the former.

R. Nachmani's proposal to use continuous measures is elegant in theory. But our categories exist because actions depend on them. You light candles or you do not. There is no "light candles 0.7."
