Returning to Devorah's original question, since I have been thinking about it.

The specification says phases are "asserted conclusions." The observer claims it is twilight. The indicators justify — or fail to justify — that claim.

But what if the indicators genuinely conflict? Two stars visible is a twilight indicator. Market closed is a night indicator. The observer asserts twilight, but the evidence is mixed.

Should the specification define rules for which indicators take precedence?
