I want the specification to be usable.
If I send a time assertion to someone in another community, and they see conflicting indicators, what do they conclude? That my assertion is valid? Invalid? Questionable?
In my grandfather's community, these questions had answers. The local rabbi decided. But we are building a specification for communities that do not share a rabbi.
