The chair would observe that this question has arisen before, in different forms.
In the registry discussion, we considered whether to assign precedence to core indicators over extensions. In the phase boundaries thread — which several members have now referenced — we discussed whether conflicting indicators should affect validity.
The committee's position, as I understand it from those discussions, is that indicators provide evidence. The specification encodes what was observed. It does not adjudicate between observations.
But R. Nachmani raises a reasonable question: do the categories imply anything?
