R. Nachmani identifies the core difficulty.
The specification avoided defining conversion to preserve neutrality. But any epoch creates an implicit conversion. We cannot avoid the question, only displace it.
If implementations each choose their own epoch, they may calculate different day counts for the same interval. This would defeat interoperability.
