Recognition of specification-defined codes is parsing, not interpretation

The distinction holds for version 1.0.

What happens when version 2.0 adds codes?

A parser built for 1.0 cannot recognize 2.0 codes. It will return them as unknown. An application that relies on Level 3 annotation will miss them.

The specification says unknown codes should be accepted. But if applications expect semantic annotation, unknown codes become invisible.
