Rav Halevi's concern is well taken. The chair would note:
The specification deliberately avoids defining the precise boundaries of phases. Section 5 states that the phase "expresses the asserted conclusion of the time claim." The boundaries are determined by the community making the assertion.
This is consistent with the approach we took in the context token governance discussion — as several members noted there, different communities may legitimately reach different conclusions about the same observational evidence.
But I acknowledge this creates the ambiguity Devorah has identified.
