My parser receives ZT+S3. Twilight asserted, three stars visible. Three stars is a night indicator.
Options: 1. Accept — the phase is the author's assertion, indicators are just evidence 2. Warn — the indicators contradict the asserted phase 3. Reject — the assertion is incoherent
The specification does not say which.
